The Cabinet Committee on Security (CCS) is a commission of the Union Cabinet of India that consists of senior ministers of the Government of India who deal with the defence and security matters of the country. It is directed by the Prime Minister of India. The CCS has three other members, which are the Defence Minister, Home Minister, and External Affairs Minister. Other members of this committee may be included, and they are invited when they are needed in any matters.
The Cabinet Committee on Security (CCS) of the Government of India is responsible for discussions and debates. The CCS is the final decision making body for appointments of seniors in the national security bodies and also responsible for defence policies and their expenditures and generally in all matters of national security of India. The Cabinet Committee on Security inspects all problems related to defence, foreign affairs, external security, and internal security. It reviews intelligence matters, space policies, and nuclear war problems.

The Cabinet Committee on Security (CCS) of India is the top decision taking body on the level of national defence and national security in the country. It contains the Prime Minister, the Home Minister, and the Finance Minister of the country. The National Security Adviser, the Defence Secretary and the Cabinet Secretary are the important members of the CCS meetings.
The Defence Minister of the country is a permanent member of the panel, while the other ministers are invited when there is any work that they need to do. The Cabinet Committee on Security (CCS) is a commission of the Union Council of Ministers, which is the chief branch of the Government of India. It includes senior ministers who look after national security and defence. The Prime Minister heads the whole committee. The four membered committee, which deals with internal and external security, foreign affairs, space policies, and national security, is directed by Prime Minister Narendra Modi.
The Cabinet Committee on Security (CCS) is the top decision making committee of the Government of India. It is a strong committee which handles the internal security and external security of the whole India. The National Security Advisor (NSA) performs as a coordinator at the secretary level in matters within its scope. A record of all Cabinet Committees is maintained by the cabinet secretariat on Security decisions made by them.
The Cabinet Committee on Political Affairs deals with all the political matters of the country, whereas the Cabinet Committee on Security deals with all security related matters of the country. This committee is responsible for taking important decisions on defence and security matters. Our former Prime Minister Jawaharlal Nehru made the committee in 1947 to estimate the economical, political and military situation in the border areas of India. The Finance Minister works as the ex official member of the CCS committee.
The CCS prepares a message for Cabinet meetings on any important or urgent issues. Instead of this, it also works on matters that are required to be deal with by the cabinet but not contained in its programmes. It also inspects such proposals that may be related to any of the ministers or any other committee of the cabinet.
The CCS approves all important defence related matters, nuclear matters, and any national security policies. This committee observes internal security issues of the country. The committee also makes important decisions on security issues such as providing new benefits to military services, acquiring police and other internal security organisations, and accepting national security policy. Besides the Prime Minister, there are four more senior ministers of the Indian cabinet in CCS, whose work is to lead each of the four wings of the Government of India which are Defence, Home Affairs, Finance and External affairs of India.
Some important functions of the Cabinet Committee on Security are given below:
This committee deals with the issues related to defense matters – As for example, in winters of January 2021, the Cabinet Committee on Security had confirmed the purchase of Tejas Mark 1A which is a Light Combat Aircraft from the Hindustan Aeronautics Limited (HAL).
It also used to deal with the issues bothering law and order and national security issues – The committee consulted various capabilities to be taken from time to time to upgrade the national security of India.
The CCS meeting is held for discussing the issues concerning international deals that had an impact on the security of India.
This committee discusses the political matters that impact national security.
It is responsible for evaluating the need for national security equipment and making the required changes to upgrade national security.
Its function is to observe all the cases containing capital expenditure of more than Rs. 1000 crores in respect to the Department of Defence, Research and Development.
Its work is to consult the matters related to atomic energy and atomic weapons.
The Finance Minister is an ex-officio member of the Cabinet Committee on Security.
The CCS stands for the Cabinet Committee on Security. The Prime Minister of the country is the leader of this committee.
The Cabinet Committee on Political Affairs (CCPA) handles political issues, whereas the Cabinet Committee on Security (CCS) handles the internal and external security issues of the country.
