I think it's no because every year admission was on the basis of cast reservations, not religion.
DIPSAR offers Diploma and Bachelor’s in Pharmacy for which the annual intake is 50 and 60 students respectively.
Applicants must have passed Higher Secondary/Intermediate examination with English as one of the compulsory subjects. Apart from English, combination of Physics, Chemistry, Mathematics and/ or Biology (PCM/ PCMB) is compulsory with minimum aggregate of 55% marks.
Also, candidate with any other qualification approved by the Pharmacy Council of India as equivalent to other examinations can also apply.
Admission to both D.Pharm and B.Pharm will be based on the merit of qualifying examination.

The cutoff percentage /marks depend on various factors like number of candidate applied ,their category, region etc. Hence they vary every year. However We can estimate the cutoff by analysing the previous years cutoff data.
Also, Cutoff for admission in DISPAR is approximately goes from 75-85 for Delhi resident students and 85-90 for non Delhi students in SC category. So, if you are from SC category Delhi resident you have a great chance to get college.

The total fees of all the semesters of B.Pharma course offered by Delhi Institute of Pharmaceutical Sciences and Research, New Delhi (DIPSAR) is INR 1.45 Lakhs. This is a 4-year full-time course is approved by AICTE and PCI.

the basic eligibility criteria to get admission for the course B.Pharm in DIPSAR is candidate must have secured a minimum aggregate of 60 percent marks in their 10+2 in three subjects such as physics , chemistry and biology from recognized board , candidate who have passed their 10+2 from open school are not eligible

In 2019 counselling rounds for admission to B.Pharm at DIPSAR closed at merit no. 42 (94.33%) -merit number 118 (92%) for non delhi general category candidate.
So with this data we can that a percentage around 91 to 95 will be enough for admission to B.pbarm at dipsar. It seems little difficult for you to get admission in this institution. However you should apply and take a chance . May be you got a seat if situation favours you.

According to the official website of dipsar the admission in this college under UG program is done on the basis of the merit of qualifying examination. Candidate who have appeared in class 12th board exam with PCM or pcmb with 55% aggregate marks can apply for the admission to this University for b pharma and D pharma programs.
admission is completely merit based as there is no entrance test which takes place for the UG students in this college so you need to have a good percentage in your 12th boards.

The infrastructure of the college is well maintained. The laboratories contain all the necessary equipments and are in working condition. The faculty members are friendly and have nice management skills. Well maintained hygiene protocols in canteen and water coolers area .
The infrastructure is good, the buildings are well-renovated and spacious. There are fully installed air conditioners and we are provided with a proper eating area, the myth of it being a government college that its not good but its beautiful.
The infrastructure at DIPSAR contains everything essential for pharmacy study and is under construction at the moment for the making of new high-tech labs and classrooms. so it's safe to say that in the upcoming years, we will see an excellent infrastructure.
