Dr. PDBH Government PG College, Kotdwar, was established in the year 1971 as one of the major educational institutes under Pauri Garhwal of Uttarakhand. It is a co-educational campus covering an area of 13 acres and the college conducts courses at undergraduate and postgraduate levels. This college is affiliated to the state university and accredited by NAAC. It has also acquired approval from the National Council for Teacher Education. Student enrollment is 4,893 2,797 females and 1,612 males. The student-faculty ratio stands at 62:1 having a total of 79 faculty members. There are courses 25 in number under 7 degrees covering many disciplines.

This college holds the approach of elevating the experience of learning for each student. The college is associated with a well-stocked library that is termed as an information central for all students in the college. In addition, there are stacks of books and other study materials available in it. For sports lovers, the college has made all provisions for games such as football, boxing, volleyball, cricket, kabaddi, and badminton. The college arranges annual sports events regularly, along with inter-college competitions, to foster the spirit of sportsmanship among the students there. This college possesses well-equipped, modern laboratories in its various departments, which is used for practical learning. Students are given scopes to pursue first hand experiences through the courses they are taking in their subjects of study. 

There is a large variety of academic courses in Dr. PDBH Government PG College, meeting the diverse choices of the students. There are 25 courses in total, of which some are on full-time and the rest on self-financing. The college offers MA in Hindi, English, Sanskrit, Economics, Political Science, History, Geography, Sociology, Home Science, and Music at its postgraduate level.

PDBH Government PG College is merit-based. If one looks at the marks obtained in the qualifying examinations then that too serves as the basic criterion of admission. The college has adopted CUET UG scores for admission to under-graduate courses.
