The opening rank (OR) and closing rank (CR) for IET of General and BCGL categoryfor 2018 are :
General : OR - 3 & CR - 64
BCGL : OR - 111 & CR - 198
So it is difficult but not impossible there can be a change in odds.

The Central Admission Board conducted the Uttar Pradesh Engineering Entrance Exam (UPSEE) on April 21, 2019. The answer keys have been released. The candidates have to apply via the online mode by filling the application form. The candidates could also register as EWS candidates and the candidates who had already registered before March 15th were also allowed to change their category to EWS.
As for your question, with the rank that you have, it would be very difficult to get IET, but you can get other government colleges like BIET, KNIT, etc.

you gave exam for btech lateral entry.
lateral entry cutoff/closing rank is quite low for IET and KNIT. here are some details for lateral and for obc category:-
it would be better for you to go for IET which is a top engineering college. KNIT has the cutoff nearly to IET.
there will be a difference of +10 or -10 only.
better go for IET.
