As per last year cutoff ranks at GEC Raipur, the closing rank in OBC Category for B.Tech in Civil Engineering was exactly 1000. So with a rank of 3090, you have very low chance to get Civil Engineering at GEC Raipur.

Further if you look at previous year closing ranks of Civil Engineering in OBC Category were -

882 at GEC Bilaspur

1662 at GEC Jagdalpur.

For CG PET 2019 Counselling, you have to register yourself at the official CGPET site. You will be required to fill some information and upload a few scanned documents like photograph and signature. Then followed by online payment to complete your registration, which will be followed by choice filling and finally the procedure will terminate after document verification in which the candidate has to be physically present at the centre.

50% is given to NATA score and 50% given to boards score and in order to get selected in a good govenment college you must secure a score (board+NATA)/2 equal or greater than 150

I don't think you can take admission without passing a subject in your 12th Board Examination. You have to reappear and pass with atleast minimum required aggregate in that subject.

Congrats on your scores. They are very good scores for any colleges. You can get in most of the top private colleges with your scores according to where you are situated right now. But you will get into good private colleges and government colleges.

Congratulations! for your amazing performance in the CGPET.

With this rank, you have a very high probability of getting into the GEC colleges of Chattisgarh.

You can even get GEC, Raipur which is an excellent one for placement because of its location. However, getting CSE branch in it will be tough.
