No, the candidate has to be resisdent of west bengal to get admission into West Bengal Government colleges.
To get admission into West Bengal colleges the candidate needs to answer WBJEE.
Eligibility for WBJEE
Domicile: to be treated as resident of west bengal the candidate should be the resident of west bengal for 10 years.
However, this domicile criteria is only for government colleges. For self aided colleges in west bengal domocile criteria is not necessary. Any state student can apply for self aided colleges in west bengal

because in Bihar there is too much lack of good engineering colleges as welll as placements.

There is no minimum percentile , that can be now said for any category. The cutoff for the college's and for JEE ADVANCE will only be declared by NTA after the April exam of JEE MAINS. It's due to the reason that the cutoff will also depend on the second exam as the best of two will be considered before making the rank list.
You have to score around 500 to get admission in govt. College kannur with a pc of 54 percentage. You have to work hard for this.And a rank near to 7000 is required to get a seat in Government College of Engineering kannur.A student who have 90 percent pcm needs around 300 to secure a seat.I'm a student of GCEK so I know it very well.If you can improve your pcm it will be a support.

Harsh, board exams score donot have any weightage in deciding your score anymore in jee xams anymore. Although you have to keep in mind that if you get any NIT or IIT, you need at least 75% in your board exams. For other colleges mostly passing in every subject is necessary.
There is no official cutoff in terms of score/ranks released by COA for NATA Entrance Exam. However, You will be considered qualified in NATA and eligible for admission only if you meet the following criteria:
You need to secure at least 30 out of 120 or minimum 25% marks in MCQ portion.
You have to secure minimum 25% marks or 20 out of 80 in drawing portion.
The overall qualifying marks (out of 200) will be determined on post-exam statistics.

In our college we have two main block, main block consists of a main office and library and several classrooms,in second block consists of classes and faculty rooms. We have good canteen and store and amenities block and a good ground and a decent gym. We have good college hostel for both boys and girls. We have three other block consists of well equipped laboratories. Wifi is available in every block.the living space very calm and clean and we get decent food.
Yes the college has all the basic infrastructure and facilities except a college auditorium. T here is no auditorium but only an open stage which is left unused. Classrooms are good and equipped with projectors and some classes have smartboards. But there is no proper maintenance done. There is college wifi which is only accessible to the students who register their laptops at the office which is also available at the campus hostels. There are 2 ladies hostels and one men's hostel in the campus
well, Its quite pleasing with the infrastructure facilities provided by the management. Similar process have been initiated in bulding a new laboratory complex for more updated facilities included. Well there is also progression in the construction of 2 new basketball court in the campus. Overall the infrastructure is good
