Congratulations! I'll start off with BITS Pilani dual degree chemistry, so when you take admission as a dual degree student in BITS your branch of B.Tech is determined on the basis of your performance in first year, so after you complete your first year they will release cut-off for each branch of B.Tech and accordingly you have to choose, so I feel there lies a risk because due to some reason if you couldn't manage to perform well you may not get your preferred branch. BITS Dubai, CSE will great but you need to keep in mind about the fact that you have live there and among all the BITS campus CSE in BITS, Dubai is least preferred due a lot of factors. Thapar institute is great in terms of placement and crowd, they are renowned to offer the best package and they have very limited seats, so it's quite a advantage. Keeping all of this in mind you may select accordingly. All the best.

Hi anandita, there is a high possibility to get admission into NIET in CS as seen in the last year their closing rank in the girls category was 36911. In 2019 round 4 of counselling a candidate with rank 104 (General girl rank) secured seat in Institute of Engineering and Technology, Lucknow. Considering this it is difficult to get seat in this college. However, cut off is subjected to change, it may increase or decrease depending on number of candidates qualified, difficulty of exam and number of seats available etc.

I'll be comparing both the colleges in every aspect so that you get a better idea.
Starting from the fee structure-Since, IET is a government college so obviously it's fees is less than JSS and JSS has a fee of almost double than IET.
FACULTY-Both the colleges have decent faculties which are quiet skillful but there are only few. The faculties are not that friendly.
Studies/environment-If you are planning for gate Or for higher studies than you can prefer IET because it has a good environment of competition.
Placement-if we talk about placements then IET has good placements for core branches and for CS/IT it's not that bad. Whereas, in jss the placements are good in CS/IT.almost 75% of students are placed every year. The average ranges around 3-3.5lpa.
To conclude I would suggest you to go for JSS as you are localized over there. As both the colleges have decent placements so i don't think it's worth it to choose IET over JSS.
