For admission to PhD programs, a GRE score of 300+ is required and for the top colleges, a GRE score of 320+ is a must-have. Despite this, there are many universities outside the US which do not require GRE scores for admission. In this case, you may submit a GRE score to boost your application in the eyes of the Admissions Committee, but it is generally not a prerequisite.
The English language proficiency test scores for IELTS Academic, TOEFL iBT or PTE Academic are usually required for admission to any international PhD program.

Universities in most countries accept the GRE score as one of the PhD eligibility requirements, although it may be important to note that many top universities in the UK do not require GRE scores for admission. For a PhD program in Maths, even if the program does not require you to, it would be best if you also took the GRE Subject Test in Mathematics.
The main point of consideration for PhD admission though, is that just the GRE score is not sufficient to earn you an admit to the top universities. Instead, you'll have to submit a number of supporting documents such as a statement of purpose (SOP), research papers and other academic publishings, letters of recommendation (LOR) etc. Therefore, there are a lot of steps that a candidate must take to ensure a successful PhD application.

There is generally no hard and fast rule for the GRE score required for admission to any postgraduate program in a university as they collectively look at the applicant's GRE scores, CV, Statement of Purpose and the Letters of Recommnedation. The GRE scores are generally only a screening basis for applicants to be shortlisted after their Statement of Purpose is evaluated by the committee, therefore, if you ensure that all your other application materials are impressive, then often the admissions committee overlooks a deficiency in the GRE score.
That said, it is still an important criteria for initial segregation of applications. The best colleges (under 100 in the US New ranking) generally accept GRE scores above 320 or 325. Therefore, with a score of 310-320 you can apply to some of the other colleges and universities which are ranked more than 100. For engineering, management related courses, the focus is primarily on the Quantitative scores which hold more weight than the overall GRE score. You will need a Quantitative score above 160 for admission to the good colleges, therefore, a score of 310-320 is enough if your Quantitative Reasoning score is above 160+. All universities for MS course will expect average percentage and good reference (either through internships or college authority).
Getting a college through GRE will totally depend on your GRE score.
