It's quite difficult to predict that whether you will get  seat or not as  cut off marks/rank for medical colleges keeps changing every year  depending upon various factors like  number of students that appeared in the exam, kind of marks obtained by them , toughness level of the examination etc. As you mention with 454 marks and BC category you have low chance to get seat in government  college . You have a high chance to get private college.

As per you query, Cut off for management quota (30 seats respectively) in PSG Medical college for general category in 1st round was 530 and in second round it was 518 for the academic year 2020 - 2021 and the fee structure for the same was 12,50,000 . Hope this has helped you.

I hope you are doing well. As you mentioned that you if you have scored 420 marks in NEET exam and you belong to OBC category. Then you have no chance to f getting admission in government college because the cut-off of government Colleges is very high than that of your expecting marks. Yeah, but you definitely can get admission in private colleges with this score . You have to just attend the counselling.

The PSG medical college in Coimbatore have a fees 4,00,000 for government, management - 12,50,000.hostel fees changes every year so you need to ask to the administration for the new hostel fees.

Or you can visit their official website for the notifications, when it will be released you will get the new fees.
