Shivam College of Higher Studies, Phulwariya, Bihar was established in the year 2009. It is a co-educational institution under the aegis of the National Council for Teacher Education. This affiliated college has a compact campus of 0.756 acres with enrolment of  400 students and 51 faculty members.

Admission at Shivam College of Higher Studies will have different processes for different programmes. Based on the academic performance of applicants in their respective previous qualifying examinations, admission shall take place for B.Ed. In the case of the D.El.Ed programme, however, there will be a more comprehensive selection process, including an Entrance Test and a Personal Interview. The final merit list for D.El.Ed shall be prepared on the basis of marks obtained in both these components.
