I am very much confused by your tags and your question. You ask how to get admission into an architecture college by writing GCET, which is an engineering entrance exam.
For gaining admissions into any architecture college, you can write either JEE Mains Paper 2 or NATA. First, please check what exam the college requires you to write before taking admission into it.
And then, you have specified College of Engineering, Trivandrum in your tags. Obviously, GCET is for taking admissions into universities in Goa and Trivandrum is not in Goa.

No, candidates from other states cannot apply for GCET 2018. However, candidates can apply for Management Quota which will be at the discretion of the management. The eligibility criteria of GCET is as follows :
Candidates must be Indian.
Candidates must have passed H.S.S.C. examination of Goa Board or any examination conducted by CBSE, or an equivalent examination with English, Physics and Mathematics as compulsory subjects and any one of the following subjects Chemistry/ Bio-Technology/ Computer Science / Biology.
Candidates must have passed the qualifying exam with minimum 45% marks in aggregate (40% in case of SC, ST, and OBC category)
Candidates also must have qualified in GCET 2018 entrance exam.Candidates belonging to General category must have studied and passed class XII or equivalent examination from Goa schools/ colleges and must have resided in Goa continuously for a minimum period of 10 years (5 years for those whose either of the parent/ grandparent is born in Goa) immediately preceding the last date/ month of application. OR
Candidates applying for GCET 2018 could be a son/ daughter of Government of Goa deputationists or employees posted outside Goa and must have passed the qualifying examination from Central Board of Secondary Education, New Delhi or other recognised State Boards to be eligible for the exam. An applicant who is found eligible according to the above criteria in a particular year will be considered as eligible for the subsequent 3 years.
Candidates who don’t meet the residential and other requirements of General Category and whose either of the parents belong to one of the following subcategories will also be eligible for seats reserved under this category.
(a) An employee of Central Government and Central Government Public Sector Undertakings, including Defence and Para-Military personnel, serving in the State of Goa in the academic year preceding the admission year or transferred to Goa till the date of submission of application for admission form. OR
(b) An employee of Goa State Government including those of Goa State Government Public Sector Undertakings and Educational Institutions recognised by Govt. of Goa, but not an employee on daily wages / NMR / work charged. OR
(c) A person residing in the State of Goa and the candidate must have studied and passed HSSC (Class XII ) examination from schools / colleges in Goa.
(d) An employee of Central/ State Government and Central/ State Government Public Sector Undertaking, including Defence and Para-Military personnel who has served in Goa and has retired from their service, when posted in the State of Goa, and their wards continued to study in the schools in State of Goa, and pass the qualifying exam from schools in Goa.
