Yes you need to send the OBC(NC) certificate issued by an official of the revenue department of the respective state government.

Dear Satya, For being eligible for TISSNET, Candidates must obtain a ‘Pass Class’ in the Bachelor's Degree in any discipline to become eligible to fill the TISSNET MBA application form 2019. Candidates should obtain a three year’s Bachelor’s degree or equivalent (10+2+3 or 10+2+4 or 10+2+2+1 year bridge course pattern or any other study-pattern fulfilling the requirements of 15 years of formal education) across disciplines from any recognised college/university. Apart from the general TISSNET MBA eligibility criteria 2019, there are certain specific eligibility parameters fixed for particular subjects/programmes. For the Postgraduate degree (M.A.) in Human Resources Management and Labour Relations (HRM) requires candidates to satisfy both General eligibility and a Graduation degree in any discipline. The eligibility talks about the minimum qualification needed and you have it. So you are eligible to attempt NEET. And the website doesnt mention anything about age. So the fear is about GD and interview.Only one thing can solve your problem and that is practice.Start from your home ,discuss day to day topics with your family members or you may have a casual talk and while talking put your effective point.Without starting you will never come out of your comfort zone.So start speaking in front of everyone.You may think like"If today in front of my family and juniors i am unable to speak who is not going to judge me then where i'll speak?".keep asking yourself from inside or something you should think to motivate yourself.If you will be able to speak 90% of the problems are done.
You can plan for mork interview and mock GD with your batch students and practice.You can join some online courses for technical part.It will be helpful.

MBA is a field open for all graduates who want to do PG in management. irrespective of your stream of graduation you can apply for MBA entrances. So yes you can apply for MBA.
Just make sure that you have scored above 50 in your graduation. and do well in your entrance and than Gd and PI, rounds to get into colleges for MBA.

Yes you can apply for TISSNET exam and admission shall be given on provision basis only.
You need to clear all subjects in final year and only then you shall be given admission basis of course completion certificate or Provissional degree certificate .
