When should an average student start GATE preparation?
hello aspirant,
gate preparation should start from 3rd year of enfgineering. however there are only a few students who can crack gate at the first time of attempt and secure a good rank. most of the cases after passed engineering students take 1 year gap for preparing gate. because to crack a good rank lot of practices is required and its really difficult for that type of preparing along with college lab, projects. i would suggest you whatever you are studying make the concept clear and make some short notes on topics. that will give you fruitful result in future.
I am giving up my job in October 2019 for preparation of CAT 2020. How many years will be the gap that will be considered?

According to me, quitting is not going to be a good decision because when you will go for an interview there you'll be asked why you quit your job, and unfortunately the interviewer will think you are not good at multi tasking which will prove into a negative marksIIMs and other top-schools slot candidates into two categories for placements — regular and lateral.
Lateral placements are for people with a certain amount of work experience for roles that are above entry-level management roles. What is that certain amount of work experience?
It differs from college to college. Some base it on the absolute number of months such as 20, 22 or 24, others decide based on the average work-ex in the batch. Either way it usually falls into the 20-24 range.
Also, it is important to note that for some domains and firms having work-ex is a must-have and hence recruiters look purely at lateral candidates.
So by now, it will be clear that quitting will not affect your chances if you do it after finishing 2 years of working, I would say around 24 months is maybe the ideal amount of work experience to have to go into an Indian b-school.
If you already have 3 years of experience and a relatively weak resume it makes sense to quit your job, prepare for CAT, and build your profile.

Iam in 12 the class PCM my next plan is BBA along with a parallel preparation for cat exam is it good option ??

You can definitely prepare for CAT very well while pursuing BBA, most people either prepare for CAT in the last year of their graduation or when they are working. Please do not make a mistake of dropping a year to prepare for CAT, it is an aptitude exam and it reflects badly in your interviews that you dropped a year just to prepare for CAT especially in top MBA college.
Only thing you must do is you just have to take out 3-4 hours from your daily routine. Actually CAT doesn't have syllabus related to management study they check your logical & verbal reasoning, data interpretation skills and English language skills. So any engineer or management student have equal chance to crack CAT. Take mock tests and assess yourself and review mocks seriously.

How to maintain my study for neet and B.Sc , preparation during college days ?
It is good that you are focused about your career and you want to achieve a lot in your life. But let me tell you both NEET preparation and BSc are full time course. If you focus on one the other might suffer.. So you should define your priorities wisely and then make a decision. I will suggest you to focus on one of both the things. Because chances are high that you may end gaining less marks in both of the courses and would land up nowhere.

It's great that you made a decision to start preparing for gate in third year. You can join any coaching institute or can take pdf courses and then you can take test series of various coaching. Other than this foucs on semester subjects as they are in the course.

Get the syllabus. Follow gradeup and practice questions. Solve as many papers you can. Grab the concepts and excels the solving skills. It's also has aptitude so go for the aptitude as well. Try to score highest possible don't try for the cutoff. You can also go to geeksforgeeks.

Can I prepare for CAT 2019 in 3 months ?
First things first, know the syllabus. And go through the previous papers to analyse and prepare a comprehensive plan and set priorities according to the importance of different topics across sections.
Customise your own study plan based on your strengths and weaknesses. Gauge your preparation from time to time by taking mock tests. Solve questions to check your levels of preparation but not to set any targets. Remember, its ok to have cheat days and relax. But make sure you have a plan and stick to it for the next few months because even Rome wasnt built in a day.
Should I need to purchase books for preparation of CAT.

If you have enrolled in any Coaching Institute the they must have given a set of Booklet for practise and all the leaflets. If you are not going to any coaching classes then you need a Book or two. You can also get some help from various Online portals.

It's a very good idea to start your cat preparation from now parallely with BBA.
Now the main question arise how to start preparation.
There are three sections in Cat exam
Verbal
Quants
And Data and logic
For verbal you can start with making habit of reading daily newspaper I strongly recommend to go for The Hindu (Specially the Editorial section of That)
And for Quants
Start with basic problems like ages and simple questions and some mensuration part
