So, your NIOS qualification is valid for any kind of jobs until and unless the job is private and all the terms and conditions are dependent on the owner. And since you are talking about BPO(Business Process Outsourcing) jobs, so now it all depends on the owner of company for whom you want to job. You need to mention 2016 as your 12th passing year.

This is because ,

it doesn't matter even if you're have appeared for improvement examination in 3 subjects in 2017 but your passing still remains the same
as you you had already passed your 12th board examination in 2016 itself and just to improve or increase your percentage you  had appeared in  improvement examination.

When a candidate registers himself for the CBSE board during his 11th standard, his or her candidature is valid for next three years. It means that one can appeared for the 12th boards at most two times from the time of registration.

see in some of the government job there is specific quota available for pwd or physically challenged person. so if you can qualify in the  written test or interview and meet all the eligibility criteria there is chances that you may selected from the pwd category. however you must have all the conditions satisfied for that particular job. you did not mention the post have you have applied on Indian post recruitment process.
