see in some of the government job there is specific quota available for pwd or physically challenged person. so if you can qualify in the written test or interview and meet all the eligibility criteria there is chances that you may selected from the pwd category. however you must have all the conditions satisfied for that particular job. you did not mention the post have you have applied on Indian post recruitment process.

2017 Neet UG cutoff and all india ranks

The NEET qualifying cutoff for 2017 for Unreserved (UR) category was 50th percentile with marks ranging from 131-697, with ranks approximately 543473 and above. For SC/ST/OBC, the qualifying cutoff was 40th percentile with marks range of 107-130, with ranks approximately 629987 and above.

For doing BEd basic eligibility criteria says that you must complete your graduation with at least 50-55% from any recognised university , here it doesn't matter that how much gap after your bachelor you have even it also doesn't matter how many backlogs you have but for being eligible you must passed your bachelor with minimum aggregate percentage, so you have less percentage so you might be ineligible but it also depends upon University/College.

There is obviously an opportunity for you to sit for the examination, provided the maximum age concession of 5 years for ex-servicemen who have rendered a minimum of 5 years of military service (according to the Re-employment in Central Civil Services and Posts Rules, 1979). Ex-servicemen has no such bar on number of attempts till they reach the age limit. There are similar other relaxations for candidates of backward classes as well.

As you are a applicant of 2017 so it would be better if you visit your university and ask them regarding this because the maximum gap allowed by most of the universities is between 3-5 years. And as it's been already close to 5 years, you should consult with your university and they should help you with this.
