As you mentioned that you need to admit your son at nobodaya school and considering his date of birth you need to give to a nursery or a play school for the preparation .

You haven't given both the boards at the same time. sir,I completed my 12th board in 2017 and from 2017 to 2021 I prepared for NEET exam but I couldnt clear it and meanwhile i didnt enroll myself for any courses and anything else.Now i am hopeless and clueless what should I do for further studies ?
First of all, it depends on which subjects you are interested in. Since you were preparing for NEET UG, Physics, Chemistry and Biology would have been your main subjects. You need to understand that, besides MBBS and BDS, there are many other courses which you can get via NEET UG. These include AYUSH Courses - Ayurveda, Unani, Siddha and Homeopathy. And Ayurvedic courses are the most promising (among AYUSH) and will give you a job guarantee in future as well. So, I would first suggest you to take part in NEET Counselling 2021 and try to get admission in an Ayurvedic College. Now supposing, due to some reasons you are unable to get admission in any college via NEET Counselling, then there are other non medical courses as well for PCB Candidates. These include - BSc. The above courses can be obtained either via ICAR AIEEA UG Exam or via State conducted entrance exams. Also some colleges provide direct admission via Class 12 Marks. It cannot be said whether you can get seat in Jamia Millia Islamia, New Delhi or not with rank below 30,000 because cut-offs changes from year to year and depends on many factors like
Seat matrix
Number of students appeared in the exam
Difficulty level of the examination
Caste category of the students
Previous year's cut-offs, etc.
But based on previous year's cut-offs it can be predicted that you have decent chances of getting seat in Jamia Millia Islamia, New Delhi at least in second cut-off list in any of the branches, if not possible in first cut-off list. There won't be a problem with your age for admission.

Doing 11th and 12th again from PCB from up board so as to eligible for neet if passed 12th from PCM from up board in 2017 is purely legal or it may have any complications and are there any rules about the repetion of classes in up board please tell me if anyone knows it surely?

In UP board- candidate can give class 12 th exam again(same board) for improvement in score via improvement form only. But in case you have passed your class 12th already from UP board then it is not advised to give class 12th exam from same board again.
Kindly check it with your school adminstration for credibility of this rule in Uttar Pradesh
If it is so, you can still give class 12th from any other board or NIOS (National institute of open schooling)

I completed my 12 th in 2017 in biology science. After 12 th i completed one diploma course also. Now i want to do a degree in a recognizable university. Am i eligible to appear in the upes entrance test?
If you want to go for the course of Engineering, then you can't appear for the UPESAT examination as for UPESAT the upper age limit is fixed. For 2021, the age limit was that student born after or on October 1, 2000 are eligible. So as you can see that the upper age limit is around 21. As you have crossed the age limit you can't appear for it. But you can always apply for state Engineering for which in most of the cases there is no age limit.
Apart from this you can take admission in BSc courses as well or if you have done Diploma in any of the engineering stream then you can consider to go for the Lateral Entry BTech admission, in which you will be provided admission directly to the 2nd year of BTech/BE.

Yes definitely you can put that marksheet of class 10th in NEET 2023 application and your eligibility is determined through your class 12th result and that too from percentage of PCB not from your passing year or interval between class 10th and 12th, the reason being is there is no upper age limit till now, so you can definitely use that marksheet of class 10th in NEET 2023 application.
For your reference NEET eligibility criteria is given below :
** You must have passed 10+2 from any recognized central/state board.
** English should also be in your curriculum of class 12th and also you should have passed in it.
** You minimum age should be more that or equal to 17 years by December 31st of the examination year, as per the current eligibility criteria.
** As of now there is no upper age limit for NEET but the case is pending in Hon'ble SC and by 2023 if the verdict comes then the upper age limit may be decided and it can be either 25 or as decided by SC.
