Here I have explained in detail what is difference between UGC and AICTE.

• UGC is an apex body that accredits Universities in the country. UGC provide funds for affiliated universities and Colleges. UGC conducts many exams, one of them is NET, for appointing teachers in colleges.
• The AICTE is only a statutory body, which deals with coordinated expansion and proper planning of the technical education system in the country. All the Engineering Colleges, Pharmacy and MBA Colleges are affiliated with the All India Council for Technical Education. Also, the technical institutions are viewed by the AICTE.
• When talking about the function according to the Act University Grants Commission,  says that the first function is to look into the financial needs of universities. Next, it designates and dispenses grants to these universities.
• On the other hand, the AICTE Act gives preference to undertaking surveys in various fields of technical education at all levels. Another difference is that the UGC is free to do whatever it likes, but AICTE is not free from the intervention of the Human Resources Development Ministry.
• One of the main differences between AICTE and UGC is that  technical institutions are viewed by the AICTE, and the other universities and colleges fall under the UGC.
• UGC recommends universities in the country. It provides funds for affiliated Universities and Colleges. The AICTE is only a statutory body, which deals with organized development and proper planning of the technical education system in the country. AICTE recognizes engineering colleges, on the other hand, UGC approves B.Com . BA, B.sc etc.
• UGC provides approval for institutions in general and AICTE provides approval for only those institutions that offer engineering and management courses. But approval from both bodies is essential to have a valid degree/certifications.
• UGC is an apex body of higher education that administrates the entire higher education body in general but AICTE is a specific body that governs all the institutions that offer technical and managerial Courses.

All India Council for Technical Education (AICTE) is a national-level Apex Advisory Body that was established in November 1945 with an aim to conduct a survey on the facilities and provisions available for technical education in the institutes. The council aims to encourage India’s development in an integrated and coordinated manner. It comes under the Department of higher education and received a statutory status by an Act of Parliament in the year 1987. AICTE takes complete care of the planning and development of technical education in the institutes of the country.

AICTE :-

The AICTE Act was constituted to provide for the establishment of an All India Council for Technical Education with a view to proper planning and co-ordinated development of a technical education system throughout the country, the promotion of qualitative improvements of such education in relation to planned.

AICTE as a body is responsible for accrediting all postgraduate and graduate programs, under specific categories of technology for Indian institutions. This is its major point of difference with UGC (University Grants Commission) as UGC only accredits non-technical education in India. It is primarily the accrediting authority for institutions, including schools and colleges giving diplomas, undergraduate and postgraduate education.

AICTE has its Eight sub Departments:

1. Administrative Bureau
2. Academic Bureau
3. Engineering & Tech Bureau
4. Finance Bureau
5. Management and Technology Bureau
6. Planning and Coordination Bureau
7. Quality Assurance Bureau
8. Research & Institutional Development Bureau.

Roles and Responsibilities of AICTE in Technical Education :-

1. AICTE approves the upgrades in institutes such as the launch of new courses, an extension of the existing institutes, and the continuation of approval after having a break in the preceding academic year.
2. The council permits the establishment of new technical institutes in the country that would offer technical courses at different levels such as Degree, Diploma, Post Diploma, PG, PG Diploma, and PG.
3. Further, the AICTE also has to give approval for changing the site or location for technical education in the country.
4. Further, the AICTE also gives permission for the closure of the institutes if they apply for it.
5. AICTE also helps to reduce or increase the intake, courses, first and regular shifts in the existing technical institutes.
6. AICTE India grants approval to the institutes that wish to convert Women's institutions into CO-Ed colleges and vice versa.
