If in 2023 the 75 percent criteria for JEE mains remain, you will not be able to appear in the exam. In case of AKTU, the requirement is 45% so you will be eligibile to obtain government college by UPSEE counselling (AKTU college). It will depend on your marks though.

Aspirants must have completed Physics, Chemistry, and Mathematics as core subjects in Class 12 with a cumulative grade point average of at least 50% to 60% from an accredited board.

Hey Rishabh, I understand the situation you're going through but believe me there's nothing to be much depressed about as these marks are a part and parcel of life and won't matter much after you join a college. You may either try reappearing for improvement of your score in boards if you are sure to take it up and are ready to take a drop.

Since your percentage in class 12th is less than 75% you are not eligible to get admission into IITs and NITs but you can get admission in other colleges that consider jee mains result.

Based on the last year cutoff you are not eligible for HBTU Kanpur as the cutoffs for all branches closed at 1 lakh (nearly).

AKTU or Dr A.P.J. Abdul Kalam Technical University (AKTU), Lucknow is a Government state university which is approved by UGC. The university offers the course of B.Pharma which is a 4 years course. UPSEE has been scrapped when it comes to admission of BTech and now admission is based on JEE Main score followed by UPCET( earlier known as UPSEE) counselling, if you're seeking admission in BTech then you need to appear for JEE Main, and qualify the same with required cut-offs, only in case of BTech Biotechnology and Agriculture CUET scores are accepted, check out the official website at https://aktu.ac.in/ (https://aktu.ac.in/bachelors-ordinance.html) to know more details regarding this.

So with regard to your query, first of all NEET is not at all required to write for the purpose of getting admission into the course of B. Pharmacy. For B. Pharmacy you can either get direct admission or through any entrance exam conducted by specific university.

However, for getting admission into Dr. APJ Abdul Kalam University, Uttar Pradesh you do not need any entrance exam, you can direct admission by paying INR 55,500 course fee, and however, you need to complete your 10+2 with 40% of the marks.
