I think there are less chances to get into JNTU but cutoffs tend to change every year based on various factors.
So there might be a chance to get into jntu
Fill the colleges in applications based on your preference irrespective of previous cutoffs

Yes, you can get admission in Andhra University for M.Tech in EEE , under BC-D category.
Andhra University is a well renowned University and every year it sets up it's cut offs really high. Last year's cut off by rank for Electronics and Electrical Engineering for BC-D general was 167. As you have ranked much less your chances for admission are higher.
The cut offs may vary slightly this year based on a number of factors- total number of candidates appearing for the entrance, total number of applicants, difficulty level of the exam, last year's cut off trends , etc.

You have got a good rank but you still have negligible chances of getting a seat in structural engineering in JNTUK.
I would like to tell you that the seats are first filled through GATE and then the remaining seats are alloted through pgecet. Many a times there ARE no seats available.
