Data science has emerged as an attractive career option for freshers as well as experienced professionals. Nowadays, the specialization in artificial intelligence, big data, data science has a big demand in the IT industry. So, if you go for artificial intelligence you be given more preference in a job. CSE is also a good branch. You can join in CSE branch without any specialization and take up an AI course for 6 months or some short duration which is conducted by many colleges and institutes. Nptel ( by IIT Madras ) is also conducting at a very low prices. You can go for specialization, if you are a tech addict and very much keen to study this course .

No National Institute of Technology has a dedicated course on Artificial Intelligence. However, some of the Top NITs like NIT Trichy, NIT Surathkal, NIT Calicut and Warangal have excellent faculty, projects and facilties under Computer Science Department pertaining to research and development in fields of Al and Machine Learning. IIT Hyderabad and IIIT Delhi are the two best institutes having exclusive B.Tech courses in Artificial Intelligence. Most of the Top IITs as well as leading private institutes like VIT Vellore have started specializations in AI, besides B.Tech in Relevant Engineering Discipline.
IIT Hyderabad followed by IIIT Delhi are two of the best technical institutes for B.Tech in Artificial Intelligence in India. However other institutes like Top IITs, though not having exclusive full time courses for AI, have excellent faculty, dedicated schools and research facilities pertaining to research and development as well as studies in field of Artificial Intelligence and Computer Science. Some of these Institutes are IITs at Bombay, Delhi, IITM Research Park Chennai, School of Artificial Intelligence IIT Kharagpur as well as IIIT Allahabad and IIIT Hyderabad.

Yes, you can do your MTech course in computer science or any other stream you are interested in after pursuing your BTech under graduation under biotechnology or any other branches.
As most universities(IITs and NITs) do not offer M.Tech in AI directly. Rather, they include this subject in M.Tech courses like CSE or IT. So, make sure that you visit their websites to see if some department offers this specialization or has some center related to this field or not

See, they both are different level courses and each of them has own significance. B.Tech CSE(Artificial Intelligence) is a UG course while M.Sc. Artificial Intelligence is a PG course. So, there can't be any comparison between these two.
