Considering the previous year cut off in round of JoSAA counselling you have decent chances of getting seat in NIT, Arunachal Pradesh in Civil Engineering under Home state category. The cut off was 5122  for ST category. Also you have slight chances of getting seat in following institutes under All India Category

• Pondicherry Engineering College, Puducherry
• Mizoram University, Aizawl

The cut off changes every year depending on the total number of candidates appeared, difficulty level of examination and total number of seats available etc.

The admission form for Himalayan University, Itanagar needs to be submitted in offline mode. You need to visit https://www.himalayanuniversity.com/ and select the program and faculty. Then you'll be directed to the page with application form. You need to attach relevant documents and submit it.

There is no last date for admission mentioned in the website but you'll be able to download the application form now.
