As the government of India has given 10% reservation to people belonging to general category, this has not been implemented in the educational background yet. So, you would not be getting 10% reservation atleast for this year.
However it may be implemented in the further coming years but not in this year.
So, I would advice you to go for the counseling process and choose your branch and the respective college which suits you best.

Hello the counselling washeld between 9 to 14 july 2018 so my guess is it must have been published within a month of the counselling probably before 25th july. I hope it was helpful.

Assam CEE Merit List 2019 - Assam Science and Technology University (ASTU) were supposed to release the merit list of Assam CEE 2019 in the second week of May tentatively. But that has'nt happened yet. So expect them very soon. The qualified candidates of the entrance exam will have their names in Assam CEE 2019 merit list
will i be able to secure a electrical branch seat in JEC or AEC given that my cee rank is 731
Since you have secured 731 rank in CEE 2019 which is good but not enough to secure a good branch in AEC which is considered best college among all.
So, definitely your chances are very low for acquiring electrical branch in AEC since it's among the most demanded, but you may get CS, civil in AEC.
However you will definitely get electrical branch in JEC.
So, participate in the counseling process and look for the branch which suits you best.

You are not eligible for CEE Assam 2019 as the brochure for the exam clearly mentions that " the candidate must pass the Qualifying Examination individually in the same sitting without any grace marks in the subject of Physics, Chemistry, Mathematics and English". I have secured 1175 rank in cee 2019 also I belong to general category .Can I get admission in any government enjeeniering college ?

ASSAM CEE. you secured a rank of the 1175 is very good and better .as you secured a neat rank in the assam CEE you can easily get into a government college in the assam.there a around 6 government institutes providing the engineering course to the students in the assam as their are around 1250+ seat available in the governments bodies .
chayanika you can easliy secure a seat in the any government institute of the ASSAM.
Sir I got 132 marks in cee 2019 ,my rank is 929. I belong to obc category Will I able to get a seat in AEC (GHY)?
As you belong to OBC category and have got 132 marks / 929 rank in Assam CEE 2019 which is not much good enough to get a seat in AEC.
So, definitely you won't be able to make it to AEC.
But definitely you will get a seat in other good college in Assam like JEC.
So you can try for them.

BBEC college is one of the best engineering colleges in assam.
Your rank in cee 2019 is 3039, though you're from ST category, I'm sorry to inform you that you can not get into BBEC mechanical branch, as your rank is very high.
So, I suggest you can try for the other colleges which are under cee so you can get admissions into them.

Well, securing 3039 rank in CEE 2019 may not be sufficient for getting admission in a government college for B.Tech mechanical engineering. But still you can give it a try at the time of counseling since you're a ST candidate . And also if you're a resident of Assam, then home state quota can also be applied.
But there are also several constituent and private colleges in Assam where you can apply for opting mechanical engineering.

Since you got 3039 ST rank in CEE 2019 which in itself is not good enough to secure seat in top best engineering colleges in Assam.
So,. definitely you wouldn't be able to make it mechanical branch from JEC .
But you may be able to make it to other engineering colleges under CEE 2019
