IES or ESE is engineering service exam, hence as per the norms  laid out by UPSC, candidates need to pass degree or diploma in engineering from a recognized university, other than this some of the other fulfilling eligibility criteria are as follows;

Passed Graduate Membership Examination of the Institution of Electronics and Telecommunication Engineers (India)

Passed Associate Membership exam which is parts II and III/Sections A and B of the Aeronautical Society of India

Passed Graduate Membership test of the Institution of Electronics and Radio Engineers, London held after November 1959.

For applying in Indian Radio Regulatory Service or Indian Naval Armament Service  a postgraduate degree or equivalent in Wireless Communication Electronics/ Radio Physics/Radio Engineering as a special subject, Master’s Degree in Science with Physics and Radio Communication /Electronics /Telecommunication as a special subject is also applicable for India Radio Regulatory Service.

see starting a business after doing engineering is totally different. you must known about the market demands, the most important and essential automobiles or any others parts for industry etc. automobiles used in vehicles, in manufacturing sectors and architectural, civil industry. there is huge range of products available. so its would take a long time to make a business. however if you have any other business plane in mind, first try to do a full time or part time job to accustomed with the industry. then you can collect fund or take loan to start your own business.

Automobile industry is a huge sector with wide scope and opportunities. To study or not after completion of automobile degree is depend on you . If you want to study then you can go for higher education and according to that you will have to study for particular years . If you don't want to study after degree then you can search for job . In 12th, or perhaps before engineering you cannot really tell of your interest in any subject. According to what I understand you must be having an inclination and likeability towards Automobiles. Situation may be completely different once you are in Institute and you may have certain other research interests. Hence, I would suggest you to pursue Mechanical Engineering, as it is a much broader field of Engineering with India's never finishing demand for Mechanical Engineers. This branch also has very good career scope and prospects in almost all sectors be it Industrial, Aerospace, Materials, Power or Technology and Automation, in both public and private enterprises.

In India itself, most of the PSUs, whether belonging to the Metal Industry like SAIL, NMDC, RINL, MOIL, BEML or Infrastructural Development and Energy/ Oil and Gas industry like NTPC, ONGC, IOCL, BPCL, HPCL as well as Public Research Organizations like DRDO, ISRO, BARC definitely have vacancies for Mechanical Engineers round the year through GATE and other respective entrance examinations.

Automobile engineering is a sub branch of Mechanical engineering. Mechanical engineering deals with the mechanics of physics and science to analyze, manufacture and design mechanical systems. Whereas Automotive Engineering specifically deals with the construction and design of automobiles.

According to my opinion, I would say that Mechanical engineering would be a better and more safer option since a fresher from mechanical engineering will have more options than a fresher from Automobile engineering. This is because Mechanical Engineering is an open field where you can get jobs in a number of sectors whereas Automobile Engineering narrows down the opportunities limiting job opportunities to that sector only.

But if you want to make a career as an Automotive Engineer then you should do your UG in Automobile engineering that too from a good University/College to get the best offers.

So the choice is truly yours.
