No, it's not possible to for other states candidate apply for Maharashtra ayush counselling.
- candidate must have domicile of Maharashtra
cut keep changing every year depends on various factors.
1. No of seat available.
2. Difficulty level of exam.

*Eligibility criteria for neet ug exam.*
:--->Minimum age of the candidates should be 17 years as of December 31, 2022
:--->Candidate should passed the class 12th exam from any recognised brard with physics, chemistry, biology (PCB) or (PCMB) with English is the compulsory subject.
:--->Minimum aggregate marks: General category candidates must have passed the qualifying examination with 45% marks, while for SC/ST/OBC the minimum marks should be 40%
:--->Reservation policy for pwd (handicap) : 3% of the reservation will be provided to the Person with Disability (PwD) candidates.
*Marks wise cut off for neet ug exam is following*

See there is no any paid quota or management quota in NEET UG AIQ counselling so if you are seeking seat through Management or Private quota then you should appear for the state quota counselling for AYUSH courses.
In AIQ AYUSH counselling there is no any kind of quota such as Government or private, there is only reservation quota for categories like SC/ST/OBC/EWS as prescribed by Hon'ble Supreme Court of India.

With reference to your above mentioned query, i would like to tell you that with the above rank scored by you in NEET 2021, the chances for you to get government aided colleges/Universities is quite difficult as the marks in NEET is likely to be very less. The cutoff for NEET UG varies every year and is different for different category students.
Th cutoff depends on variety of factors like :
- Number of candidates who appeared for the NEET exam
- NEET difficulty level
- Total NEET seats available
NEET cutoff passing marks for general category is 720-138 , while for SC/ST/OBC it is 137-108. NEET 2021 cutoff percentile for general category is 50th and for SC/ST/OBC it is 40th. NEET result 2021 cut off is the minimum marks required to pass the entrance exam.
