You do not mention your category. So I am assuming that you belong to general category. And also you do not mention the branch in which you want to admission. The cutoff for the CSE branch for general is around 90 percentile to top government engineering colleges in Bihar.

A candidate who has  secured the qualifying marks and has met all the eligibility conditions for EAMCET are eligible to take part in the counselling process. The qualifying marks and cut off for candidates varies according to their category. So if a candidate belongs to the obc category they are eligible to apply for counselling under the obc category. The obc candidates will be required to produce their category certificate at the time of counselling/admission. Yes, it is valid. According to the information brochure, https://bceceboard.bihar.gov.in/pdf_Pros/PROS_UGMAC20.pdf,  the PWD certificate can be issued by a Competent authority at State level. But it is mandatory that you should visit one of the Disability assessment centers if you want to claim PWD reservation in All India Counselling. Under All India Quota, All the 15% of All India Quota Seats except for Jammu and Kashmir, 100% Seats at Deemed and Central Universities, IP Quota seats in ESIC Colleges, Seats at AFMC, AIIMS and JIPMER are filled by DGHS. For claiming PWD reservation in any of these, you need to visit the Disability Assessment Center.

If you want to avail Reservation benefits under Disabled Quota, you should present yourself before a before Medical Board in the State of Bihar. The disability certificate should be produced by an authorised Medical Board of the Govt. Of Bihar. So a PWD certificate issued by authorised Medical Board of the Govt. Of Bihar is enough for State Counselling. But for All India Counselling, you will need the certificate from any of the MCI approved Disability centres.

The cut off according to 2019 gmc bettiah, bihar was 577 for ur category that is rank approx of 13985.Well you belong to mbc category which falls under 3.5% population. It's quite difficult to predict that whether you will get  seat or not as  cut off marks for medical colleges keeps changing every year  depending upon various factors like  number of students that appeared in the exam, kind of marks obtained by them , toughness level of the examination etc.

But when we go through previous data then it suggests that with 571 marks you hold a little low chance to get  a seat in Government Medical College

For example,
in neet  2019, 575 marks for obc category was the lowest marks to get a seat in a government medical college under Bihar State quota and it was for  Government Medical College, Bettiah .

You have very good chances for Government quota seats in private medical college and deemed universities
