The fee concession and direct admission is available only for those students who had scored state level ranks from 1to 3 only. Remaining students need to give the BITSAT entrance exam for getting admissions into the college. And basing upon the merit in that exam, you will be able to get concession.

In response to your query as you yourself have mentioned that BITS indeed has a subject wise cutoff as well, hence it would not be possible for you to be enrolled in the institute based on the eligibility criteria. You would have to appear for an improvement exam in that case but it would not allow you to be enrolled in university in this academic year as a consequence, hence it would be entirely dependent on your choice.
