Of course you are eligible for NET exam. Any Candidate who has a post graduation from a recognised university is eligible. IGNOU is an ugc approved University m hence your master's degree is enough. It doesn't matter the subject you taken for your bachelors degree. You must have a post graduation. Thats it. Dont worry. You can write net exam.

Yes you are eligible for UGC NET ENVIRONMENT SCIENCE.
Educational qualification required for NET exam is masters degree from a recognized university with above 55% marks. 5% relaxation is given for SC/ST category candidates. Final year student are also eligible for NET exam.
There is no age criteria for NET exam but for JRF posts, your age should be below 28 years.
The educational requirements are listed below :-
55% aggregate marks (without rounding off) in master’s degree or Equivalent Degree - For General/General EWS Category Candidates
50% aggregate marks (without rounding off) in master’s degree or Equivalent Degree - For ST/SC/OBC/ PWD/ Transgender Candidates.
Age Limit and Relaxation :-
JRF : Not more than 30 years for open category applicants. A relaxation of upto 5 years is provided to the candidates belonging to OBC- Non Creamy Layer (OBC-NCL)/SC/ST/PwD/Transgender categories and to women applicants.
Assistant Professor: There is no upper age limit in applying for UGC-NET for Assistant Professor.

I hope you are doing well. As per your mentioned query , you first have an undergraduate degree in the relevant field with atleast 50% marks from a recognised university. After that , if you met all the requirements then you will be able to give entrance exams. Then if you will qualify the entrance exam then according to the respective universities you have to submit your documents as per their requirements. Mainly the most important documents are photocopy of adhar card , your class 10th and 12th marksheets , your graduation marksheet and so on.
