Hi,
Yes you can write your optional paper in English. As per my knowledge there is only one compulsory section of Hindi. Mostly, you will be allowed to do your exam in Hindi except where English is compulsory as it is a state civil service Exam.
I would like to tell you, BPSC give you chances to choose your language, you can choose any one language for mains exam, which is valid for all papers. Means, If you choose English Medium you would write each paper in English. You can't use two languages in different papers.
Candidates will have the option to answer all the question papers, except the Qualifying Language Papers, in any one of the languages included in the Hindi or in English. Not with standing this, the Candidate will have the choice to write the Optional Papers in English also if candidates opt to write Paper I-V except the Qualifying Language Papers, Paper-A and Paper-B, in any one of the language included in the Hindi.

BPSC stands for Bihar Public Service Commission exam. Those candidates who have completed graduation degree in Mathematics/ Chemical Engineering/civil Engineering/economics/ Geology/ natural science/ Mechanical Engineering are eligible for BPSC exam. Your age should be in between 19 to 40 years.

The preliminary paper of the BPSC civil services exam General Studies subject consists of just one paper and will have questions from the following sections:

The minimum age limit for BPSC is 20 years and for maximum age limit for male it is 37 years and female it is 40 years.(for General only)However for BC/OBC an age of 40 years maximum is applicable to both male and female and for SC/St it is around 42 years.Yes you are applicable since the eligibility criteria says that you will require a graduate certificate from any recognized university in order to be eligible.
