The last date to join in MBBS course was January 15, 2021. There aren't any further rounds conducted for allotment of seats. So registration window for NEET West Bengal state counselling will not be opened again.

According to official notification by MoHFW NEET BDS cutoff has been lowered and now for general category it is 40th, while for SC/ST/OBC it is 30th percentile.
So with 38th percentile you are eligible for bds but your chances for a seat is really low.
May be you can get a seat under management quota but even for that your chances are low because of your low percentile and huge competition for seat and yes it will cost you an arm and leg under management quota.
