You are surely eligible for the IIT JAM exam in 2023. The reason being is that there is no as such compulsion for candidates to appear for the exam in the last year of their graduation or just after completing their graduation. Many students undergo drop for better preparation for this exam. So, you can definitely go for preparing and acing this exam.
Also, for the Biotechnology stream, candidates from any branch/subject are eligible for the program. However, candidates need to have Biology compulsory at the class 12 level.

As you have completed your 12th Board Examination with Subjects including Physics, Chemistry, Maths and not Biology, you have to appear for 12th Re-examination to get included Biology subject in your 12th Board marksheet .
Yes, you can give 12th re-examination from Board other than NIOS. You can give your re-examination from your State board. But, if you have completed your 12th board from CBSE board then compulsorily you have to give re-exam from NIOS only .
And yes, it is necessary for you to give re-exam for including Biology subject, if you want to appear for NEET. Also, you need to score at least aggregate 60 percentage in PCBE . Otherwise, you won't be applicable for NEET.

Candidates who want to take pursue Bachelor of Computer Applications programme must have completed 10+2 in any stream from any recognized board. And t he minimum age limit of the candidate must be 17 years. However, the eligibility criteria slightly varies from colleges to colleges.
Regarding your second query, I think you should come to a decision by yourself. You should pursue the course in which you're interested.

Stop overthinking and try to get things positive, if you will go for attempting the exam with a negative mindset it will surely affect your results badly so regain all the energy and positivity and attempt the NEET examination with all your energy and confidence.

There is no problem at all if you had science in your class 12 and you pursued Bcom as your graduation. However, there might be problems when you apply for many job positions not because of your graduation stream but because of the 7 year gap that you had after class 12. You would be asked in your job interviews about your 7 years of gap and what you did during this time please be ready to face questions on that and explain them clearly about what you did in these years, what you learned, or if you worked then where you worked or what was the nature of your job and what led you to take 7 years of gap after you schooling was over. Your past can not be changed but definitely you future can be so please approach things optimistically and do not worry much about your what had happened rather focus on what can you do now to improve your situation further.

Your situation is completely understandable. But see, you have invested 3 years of your life and if this year you won't be able to do it, then just stop and think...
See your parents, don't know how you have done things, leave it. And think about your purpose of studying. Ask yourself, if MBBS or any other medical course is your goal, or you will be fine with anything else. If you find out, that no you are surely interested in Medical science then taking another year drop is worth it.
Your parents, have invested and they will do it for the next 1 year, but what you should do, is focus. And you should make a promise to yourself, that you will crack it in the 4th year and nothing can alter it. You have to be in a hook or crook mindset and you should think that your parents hard times will be resolved once you are successful in life.
So if you think, you are really interested in Medical sciences, then take courage and approach your parent. They will surely understand and make this year, your final move.
