Yes, once you have registered yourself in the ICAI portal then you may appear for your CA foundation exam either in may or november after filling the examination form for the attempt you wish to appear. Th eexamination form is usually out two months ahead of the exam.
i have registered ca foundation in dec 2020. i was going to write the exam in dec 2021 but due to the crash in between ca and bcom exam i wasnt able to write ca exam so i was thinking to write ca foundation exam after completing my bcom exam.but i have doubt if this will effect in my job, interview

At first you have to take decision what is important for you CA foundation course or Bcom and on which course you are much interested for. CA foundation course then you should have to appear for CA foundation course as per schedule of the examination. On the other hand if you are interested for Bcom courses first then you have to appear for Bcom examination as per schedule first.
The qualification you achieved after any of the course appearing for examination and you have decided to appear for Bcom in the next syllablus of examination there will be no problem in the k in case of interview and job. For CA foundation course 10 + 2 qualification from any recognised university or board is eligible for appearing in CA foundation course. For appearing in the Bcom course first will be the good decision.

A candidate applying for CAT exam must have a Bachelor's degree in any discipline with 50% marks or equivalent CGPA.
If the candidate belongs to Scheduled Caste (SC) or Scheduled Tribe (ST) or is a Person with Disability (PwD), then minimum criteria dips down to 45% or equivalent CGPA.
Now, coming to your question...
Your marks in 10th and 12th are decently good with regards to any board whatsoever. However, your graduation marks are not at par although it doesn't disqualifies you from taking CAT.
Now, by top B Schools, if you mean only the old IIMs i.e. (IIM A, B, C, L, K, I) then chances of admission are quite faint, but that doesn't mean its impossible.
Although the numbers are never disclosed, IIM A and C always allow the top few students of each domain with respect to CAT percentile for Personal Interviews.
Your graduation marks may act as an obstacle between your current position and your target, but by sheer hard work you can overcome it.
All that said, a lot other colleges also fall under top B School category and offer extremely well placements. More so, most of these colleges offer admission based on CAT percentiles.
So if your aim is to get admission into a top B School, its never too late, work hard, prepare well for your respective college exams (CAT / XAT / NMAT / TISSNET...) and you'll surely succeed.

There is no age limit for becoming a CA or for doing the coarse. 10 attempts to clear the CA Finals (initial registration is valid for five years , after which you can re-validate it for five more years). Candidates should have a Bachelor's or Master's degree with at least 60% marks in aggregate in all the subjects in any stream other than Commerce. Candidates having a Bachelor's or Master's degree from the Open University are exempted from appearing in the entrance exam .

No you are not allowed to take any type of material except those which are recommended by ICAI for CA exam so I am enlisting down the things which should be carried for exam :-
- ICAI admit card nov 2020 CA Final
- Govt. issued Identity card (Aadhaar Card, Voter ID card, etc.)
- Attested CA Final 2020 Admit Card (for those whose photograph/ signature is missing on the admit card)
- Two passport size photographs (to be attached on attendance register for candidates whose photograph is missing from CA Final admit card)
