In 2020, in 3rd round of wbjee counselling, closing rank for colleges asked by you are given below for general category.

So, with 9709 rank , you have low chances in above colleges.

No the PG application for CU isn't released till now. Like previous year, there is a chance that the entrance exam will not be conducted and admission will be provided on merit of Bachelors. But no such official notices have been released. Thus I would say you should wait a bit and keep an eye on the CU portals in order to stay notified as soon as any notification pops.

It is independent of the paper correction process or the paper correctioner. You can request a reevaluation of that specific paper if you feel that your answers were written correctly but you did not receive the expected marks on the test, and you may then be able to pass the subject.

It can be difficult to predict the possibilities of someone passing after revaluation. As revaluation is a process when a student has doubts about correction in the papers. If student is confident enough about the passing in exam and he applies for revaluation then he/she may get cleared. It clearly depends on the student and the answers written by students in the exam. It does not depend on paper correction or the person correcting the papers. If you feel that you have written the answers properly and if you do not get expected marks in the paper then you can apply for the revaluation of that particular paper and you may clear the subject.

Yes you will be eligible ,don't worry . The common MSc eligibility is a Bachelor's degree in a relevant field from a recognized university . Just like MSc in India, the course duration of MSc Abroad is of 2 years, but many colleges also offer a 1 year master degree course in different masters specializations.
