According to your information Yes, you can give the CBSE improvement exam in July 2024. The CBSE allows students to apply for improvement exams within the same academic year.
IITs generally consider the best of either your board exam or improvement exam scores for admission. So, if you score higher in the improvement exam, it could be beneficial.
For JEE Main 2025, you need to have at least 75% in your Class 12 exams or be in the top 20 percentile of your board. If you improve your marks in the improvement exam, you might meet this criterion.

Delhi University admissions are based on the merit only For Biomedical sciences the eligibility criteria are Physics, Chemistry, and Biology/Biochemistry/ Biotechnology have a combined grade point average of less than 60%. A minimum of 50% in English is required. Applicants who score 60% or higher in mathematics will receive a 2% aggregate advantage.

Yes, you can correct the details in the class 12th certificate by visiting the respective college adminstration office from which you have passed out class 12th and enquire the procedure to correct your father's name in class 12th certificate. You may have to fill the application and provide proof such as class 10th certificate or birth certificate or any other certificate as such.

See class 12th marksheet does not includes your category so it does not matter what category you have chosen for your class 12th but what matters is what category you will be choosing while filling application form for DU, as you have mentioned that you want to apply for DU Admissions under SC category so if you have valid SC category certificate then you can enroll yourself under SC category for DU Admissions. There is no need to change your category if you have chosen another category in class 12th because the category which you have chosen in class 12th for board examinations will not be considered for DU Admissions.
For admission to DU you need to fulfill at least the basis eligibility criteria which is common for all UG programmes :-
You need to pass your class 12th from recognized central/state board and the minimum qualifying percentage is different for different courses as per their subjects, so you can check detailed criteria of UG programmes from the link given below :-
