Can I directly give 12th without going to class 11th ?, because currently I am in Class 9 and I have completed the syllabus of class 10th and 11th twice, and I will do it one more time and then I will start class 12th preparation, (I am in CBSE Board) Question: Can I skip 11th and Can I go to 12th?

First of all congratulations for achieving such a milestone. According to your query, ofcourse you can directly give 12th boards without going to class 11th and 12th as well. If you belong to general category or even sc/st category still your percentile score is quite low to get a seat in the cse branch at any good or average college.
I would recommend to take a drop and try to score at least 75+ percentile to get a decent branch at some good college.

What I should do I have done my 10th from CBSE Board and they havent gave us marks so what should I do and in CAT form it is written that we have to multiply our CGPA by 10 but according to CBSE it should be multiplied by 9.5 so what should I do now?

CBSE has already prescribed formula to convert the CGPA in to percentage of marks. You can find the formula to convert the CGPA into percentage on the class 10th certificate. You have to multiply 9.5xCGPA to calculate the percentage and you have to fill the same in CAT application form. The CGPA should be multiplied with 10 in case the formula for conversion of CGPA in to percentage is not prescribed by a board/university.

Yes you can change your board from up board to cbse in class 11th , as registrations for both 11 and 12th class will take place in your 11th class only .
Infact most of the students do so in order to increase their marks as state boards are quite tougher and it is very difficult to score good marks in it. And if you are an above average student , in cbse board you can easily score above 85%. So choose wisely.

Well your profile suggests that you're a medicine aspirant so I'm assuming you're asking for B.Pharm or D.Pharm admissions.
According to official webs the cutoff % for the last round of B.Pharm and D. Pharm were 91 and 89% respectively at DIPSAR .
You see the intake capacity for both the courses is 50-60 seats/year and no more rounds are conducted after the seats are full. So for knowing more about the next round I think you should contact them or drop a mail.
Also DIPSAR has this 27% reservation criteria for the OBCs (within Delhi) and with your percentage you do have a chance at DIPSAR being a local candidate.
