I am pass out my 12 from CBSE board in 2020 and my mark in biology (theory -38, practical - 28 = 68), physics (theory-28, practical -24= 52),chemistry (theory=20, practical = 24) English ( Theory= 66,practical = 19) but my chemistry subject came into additional subject can eligible for neet2021.

the basic eligibility criteria to appear for NEET is candidate must have completed their 10+2 from recognized board with science stream and having physics ,chemistry , biology and english as core subjects and candidate must have secured a minimum aggregate of 55 percent marks in PCB subjects altogether , however there is relaxation of 10 percent for the candidates belonging to reserved category
according to your marks your percentage is bit low from 55 percent and as you are not having chemistry as main subject then you are not eligible

Sir/Maam I was unable to score 75% in cbse board this year so i am planning to give the improvement exam as well as nios board together. Is it possible to give both of them together? Also should i enroll in stream 1 in nios or give on demand exams?

You can go for CBSE and NIOS simultaneously. CBSE is a regular board while NIOS is a correspondent board. Hence technically there is no problem in this. You can go thegether but it will be better if you stick to one board.

I Have Completed 12 In PCM FROM CBSE board and now In 2020 I gave the EXAM of Biology as Additional single subject from UP Board so now I have two Marksheet 1 of 12 PCM and 2 Of 12 Bio am i eligible for NEET ??? is there any problem In Admission in Govt MBBS college?
As long as you fulfil the age eligibility criteria and minimum aggregate criteria, because Biology as an additional subject is also acceptable for NEET, there will be no issue. You should be 17 years atleast as on December 31st of the year of admission. And to be eligible for NEET, you should have completed your 12th, passed in all subjects and secure a minimum aggregate of 50% in Physics, Chemistry and Biology. It is 50% for General Category, 45% for PWD and 40% for OBC,SC,ST. Now if you belong to OBC Category, the Category you belong to should be also listed in the Central OBC list. Or else you will be considered as General Category and so you have to secure a minimum aggregate of 50% in Physics, Chemistry and Biology. This 50% is inclusive of the Theory and Practical marks scored in Physics, Chemistry and Biology collectively. You needn't score 50% in Physics, 50% in Chemistry and 50% in Biology separately. You need an aggregate of 50% or 40% depending on your Category as an aggregate in Physics, Chemistry and Biology. And along with Physics, Chemistry and Biology, you should also have studied English as one of the core subjects in your 12th. 2 separate marks sheets will not be a problem during Counselling and Admission as long as you fulfill this criteria.

Mathematics has been a real struggle at different points in our life, I'm sure. However, there is nothing incomprehensible to the human brain and if you put in a little more effort, I am sure you will be able to bring the Maths syllabus of your Board in your grasp. To answer your questions, here are my views:
1. You can opt for Basic maths after class 8, but that does not have any impact on the subjects you choose in you class 11 and 12. For instance, if you are a medical aspirant, you can opt for PCB (this can also be an option if after your class 10, you still feel a little uncomfortable in solving sums). But if you are an engineering aspirant, then you should go for PCM without a doubt.
2. Instead of getting into science stream, if you are interested in other subjects you can opt for Commerce or Arts streams as well. However, if you are keen on taking science, there are schools that let you choose from a variety of subjects apart from PCM/B such as Economics, Computer science, and some schools even let you opt Psychology in place of Maths. But for other schools, PCM is a compulsory option with which you can choose either Bio or Comp Sc.

You haven't mentioned the stream in which you got 60 percent i.e whether you are from Science background or Arts or even Commerce the course in which you want to take admission in. Do you want to do Engineering or are you interested in medical field? There are some general courses also such as B.Sc, B.A, B.Com (//B.Com) .

CBSE board reduced syllabus for 2020-2021
This is absolutely true . The syllabus the year 2020-2021 has been reduced for CBSC as due to the pandemic situations.
Most the students are not able to attend the online lectures due to low data reception also it is difficult for the teachers to teach every concept through PDF and PPTs .
Some subjects need practical discussions too .
