UGC has allowed candidates to pursue two degrees simultaneously from this year. Candidates who wish to pursue two degrees can enroll in two different courses but one course must be in online mode and another in distance mode. So you need to purse M.Com (//M.Com) in distance mode. You can pursue two difference courses in different institutes or in the same institute it is completely up to you.

If you have your central obc certificate, then you are pretty much done. The obc certificate should be valid unless and until the college tells you to have a new certificate, that is after 1st of January.

If you have secured a seat in CCSU on the basis of central Other Backward Caste quota and don't have that certificate then you will loose your seat in the course of BA LLB if you don't furnish the required certificate. In that case, you will be given admission in the general category if your marks are that high.

As your continue your studies in Chaudhari Charan Singh University which was formerly known as mirror University was established in the year of 1965 now it has been  renamed after the former prime minister Chaudhary Charan Singh. Now in health problem and you have come to Delhi for treatment and want to study in Delhi university in the second year. Study starting from second year in Delhi University is not possible. You have to start from the very fast year of the undergraduate or postgraduate courses from the very beginning but not from the middle of the session in the second year. Maintaining all the formalities you have to take admission in Delhi University or its constituent colleges and start from the first year of UG courses or PG courses  according to your interest of subject.
