if the state government announce that the public exam for 10th is cancelled will the nios 10th exam will also be cancelled?

The State Education Ministry/Department is responsible for the exams of respective State Board.
NIOS is a separate national level board and such announcements by State Govt. will not mean that NIOS exams also will be cancelled.

You should consider that NIOS class 10 exams are cancelled if and only if it is also posted in the above link.

The CBSE Board was earlier scheduled to declare the CBSE Class 10 Boards Examination results online, on cbseresults.nic.in., in the first week of May. The declaration of the results was expected to be on May 6, 2020. However due to the ongoing Corona Virus pandemic, the examinations have been postponed and the results are expected to be delayed.

If you have filled your Roll no correctly then according to your number the scanner will match the database and will consider the wrong bubble that you have marked!
Even the Application has another advantage that it either checks the characters or the bubble .Either of them have to be correct
If both of them are wrong ,then there are chances that the paper may be rejected,Else you are good to go

No it's not a matter to worry about. If you have written the roll number on the sheet , it would suffice the need and your paper would be easily located.

You should carry forward your preparation of class 10th science exam in the following steps:-
1. Read a particular chapter through NCERT thoroughly.
2. Try solving the in-chapter exercises.
3. Memorize the formulae or equations orally.
4. Try writing those formulae and equations again and again.
5. Make notes of the chapter.
6. Try solving the end chapter exercises.
7. Keep revising your notes again and again to increase your remembering ability. Keep rewriting the formulae and equations also.

10 CBSE exam for class 10th will commence at 10:30 a.m.. the answer booklet will be distributed at 10:00 a.m.. question paper will be given at 10:15 and a 15 minute time will be provided to navigate the question paper once the clock ticks at 10:30 you will be allowed to write the answer.

Yes, this is very good news for you because NIOS candidates are eligible for NEET.Eaely there was restrictions for NIOS candidates but from 2019 the SC(Supreme Court) has put a stay on order that stops NIOS candidates from appearing in NEET Exam.
So, you can apply fir NEET 2020.
But for BPT (Bachelor of Physiotherapy) a candidate needs to have done HSE (10+2) or equivalent from a recognized university.He/She should have pursued science stream with Physics, Chemistry and Biology as main subjects securing a minimum aggregate score of 50%(General) or equivalent CGPA whereas (45% for SC/ST/OBC candidates).

Since you have not completely specified your condition, I assume you are asking about Class 10 or 12 attendance regulations and in that case, CBSE and all other education boards have strict regulations, so you should not fiddle with them in ideal cases. However, if you have any medical or any other unavoidable circumstance, then you should contact higher authorities for help.
