Yes there are different states and central EWS certificates depending on a particular state's criteria.

Like for central EWS certificate the criteria set by the government is

"Candidate's annual family income must be less than Rs. 8 lakhs per annum . Their family must not own more than 5 acres of agriculture land. The residential flat area should be below 1000 sq ft."

This is what you will see in a central EWS certificate.

But for himachal Pradesh the criteria is different

"Persons who are not covered under the scheme of reservation for SCs, STs and OBCs and whose family has gross annual income below Rs. 4.00 lakh (Rupees four lakh only) are to be identified as EWSs for benefit of reservation."

and this will be reflected in its EWS certificate too.

Therefore EWS certificates of both state and central are different as economically weaker section has different context according to different State. For haryana it is below 6 lakhs.

In such cases it is recommended to make a central EWS certificate according to its criteria if you are applying for govt related reservations or quota.

if Bihar criteria is same as central then the EWS certificate will be same in such a scenario there is no need to make a different certificate. The state certificate will suffice.

It all depends on which government job you want to pursue. If you want to  go civil services, or UPSC exam, you only need to have graduation that may be in arts, science or commerce. But if you want to teach, then you have to pursue graduation in that particular subject. In case of diploma, there are very less chances of getting recruited at central level government job by only having diploma. But, if we talk about good diploma's, you can go for computer diploma like DCA(Diploma in Computer Applications) or Computer typing. I would suggest you to complete your graduation and you can go with Diploma side by side too. Rest is your call. Choose wisely.

Other backward classes certificate is made by State Government and not central government. For the purpose of getting OBC certificate you have to follow the mentioned below procedure:

• Go to the state social welfare website
• Select on apply for caste certificate
• Register and create an account
• Fill in all the details as asked
• Submit a proof
• You will receive application number
• After verification you can download the caste certificate

If you won't be able to produce your category certificate then you will be treated as a General candidate. So you have nothing to worry about. As you have done some mistakes regarding this which is not that much of fatal. There can be problem, if you get a job due to your OBC quota then you will not get the job. Apart from this there will be no problem if you get job in open quota.

Visit National Commission for Backward Classes... (National Commission for Backward Classes) Click on your State and search for your Caste. Under the entry column, see the number corresponding to your Caste and enter that in the respective application form.
