On overall basis NIT Rourkela is definitely better than BIT Mesra rest decision depends on your priorities.
Should I join ceramic engineering in NIT Rourkela now hoping to get branch changed after 1 year?

Don't take risk.
There are many NITs which are good and i think you will get better branch. There are too many students so if you think that you will change your branch in 2nd year then it may be risky.
