Regarding your query. I would suggest go for CSE over IT with what every additional Course you want. Yes both IT and CSE has same placements but CSE field is much vast. But if you are Lesser interested in coding and more into how to use a software then go For IT. Everyone has a different priority.

If you both have got Chandigarh University and are ok with it then go for it. You can study together and moreover live together because i don't think that with that much difference in ranks you can get same college through UPSEE( Considering core branches).

But not because it's a foreign university but because there are a lot of international students out there with students all the way from china to saudi arabia, the variety of cultures and exposures you'd get is intensem If you are able to clear their TOEFL/IELTS cutoff for the btech program then you should definitely go for btech there

As for job well usually company demand either masters degree or 2 years of experience. But make sure you do internships or part time jobs beside your college because that will help a lot to support you expenses and also add value to you C.V 

Don't expect jobs rightaway in canada

How ever if you do return back to indian after your bachelors then the chances of getting a job here provided you have good grades is very high. Much higher than CHANDIGARH university's B.tech degree

CUSAT is the scholarship exam conducted by Chandigarh University for admission in various courses at Chandirah University.

CUSAT exam consists of Physics, Chemisty and Maths and the difficulty level is not so much. It is quite easy when compared to other entrance exams.
