There is no such deduction for students coming from different states in University of Delhi! University of Delhi welcomes students in thousands from each and every corner of this country every year. There is a percentage deduction only in the case of switching streams so, you have no reason to be worried.

See there is no percentage criteria to appear for JEE-Main only for this year and it is not sure whether it will continue for 2022 as well or not and suppose if it will continue then you will be eligible for JEE-Main 2022 but there are some other criterion which you need to satisfy in order to appear for JEE-Main so let us discuss them.
1--- Age criteria :- There is no age limit to appear in JEE-Main but note that there might be the age limit in any particular institution taking admission through JEE-Main score, so you should keep this thing in mind.
2--- Qualifying Examination :- To be eligible for JEE-Main one should have passed 10+2 examination with Physics, Mathematics and Chemistry as mandatory subjects from any of the recognized central or state board.
3--- Year of qualification :- For JEE-Main 2022 only those candidates who have passed Class 12 / equivalent examination in 2020, 2021 or 2022; or those who are appearing in Class 12th / equivalent examination in 2021, are eligible to appear.
So if you follow all above criterion then you are definitely eligible for JEE-Main.

I two class 12th marksheet. one is original and other is improvement marksheet with only 4 subjects. what will my aggregate of 5 subjects?
You haven't mentioned or tagged the details such as whether you want to present the marksheet for any particular examination, the name of the examination, college, course etc., But, let me tell you that the marksheet which you have got now will be considered more valid as those are your improved marks. Wherever you need to present the marksheet, you can present both the marksheets. When you fill any applicable form which asks for marks in 5 aggregate subjects, you just need to enter the marks after calculation adding the fifth subject from the previous marksheet. If there's anything else you need to ask, feel free to do so.

for ssc cgl basic requirement is one need to be completed his/her graduation. For ssc chsl basic requirement is one need to be completed his / her 12th. In your case you already got pass certificate of 12th, so yes you are eligible for ssc chsl exam. Also you can add chemistry as an additional qualification or as an addition certification.

i hope you are doing well , so to check and get the result of 12th standard , you need to visit the official website of your concerned board on the day when results will be announcing , provide the input they ask like your roll number and other things , take a printout of your result , later you will be providing your marksheet by your school .
