i secure 1051 sc category rank and AIR 23382 in CLAT 2020 (outside delhi) can i expect uslls?

Judging from the previous cut off trends for admission into USLLS, Delhi, your Category rank of 1051 seems to be right in line with the range of ranks eligible for admission from outside of Delhi. You should definitely apply for it and I'm sure you'll be admitted without any problems.
If you still have some doubts then you should give the university's admission department a call and I'm sure they'll help you out on this pretty quickly.

I would like to tell you that as the cut off for BA LLB programme in Vivekanand Institute of Professional Studies (VIPS) went up to 3753 in the last cut off before sliding round for General Outside Delhi category, the chances of getting admission in BA LLB in VIPS at 4999 rank may be slim.

I want to inform you that there is no sports quota for CLAT and in NLUs.
I will recommend you to try it for next year.
Some Law Schools including NLU Delhi have reservation for women candidates, which means specific reservation in all categories for women and also eligible for other seats.

See as of now the Cut-offs for CLAT 2020 has not been declared and it is quite difficult to predict because cut-offs are bound to change evey year depending upon various factors such as number of students appearing for the exam, number of students qualifying the exam, seats available and so on. So the cut-offs are little hard to be predicted. However the cut-offs are expected to be as like of 2019 session Round 1 with slight variations.

CLAT 2020 counselling invites based on All India Rank . Not on category rank .
After selecting the invitees consortium will categorised them into SC, ST, OBC, General , Migrants, State quota in which student lives,Pwd, NRI, Candidates belongs from North-East .
After categorising they will select top students of every category.

You must be aware that this year CLAT pattern has gone through a change,and talking about English Section you will be provided passages of about 450 words based on the contemporary, non-fiction writing
historically significant fiction. Candidates will be tested regarding their comprehension ability, how to draw out inferences and conclusions, compare and contrast different viewpoints, the meanings of the words and phrases in the given in the passages, grammatical errors, fill in the blanks etc. There will be 18-32 questions in this section.
From the syllabus itself, you can see that vocabulary,grammar and reading speed matter a lot here, if you have Norman Lewis 'Word Power Made Easy', you should go through this, it's an amazing book for vocabulary building, coming to grammar part you can build the basics from Wren and Martin books, this is the best option regarding grammar, and this knowledge will come handy while doing any error correction, fill in the blanks options etc. For reading speed, it's best you read the editorial part of The Hindu or The Indian Express, the more you read, the more better your speed will become, you can also enhance your vocabulary, these articles are written by prolific writer, this is a must step and until the exam, continue to do so,when it comes to reading articles, it's more dependent on how well your speed and understanding of language is, if it's fairly good, you can go through one or two articles, if not consider reading more articles for instance you can choose to read both The Hindu as well as The Indian Express Editorials, but this also depends on your schedule, if you have free time the more you read, the better your comprehension and vocabulary will become.

With this marks you can get few good colleges, but it's not possible to say that if you can surely get a college under IPU. You haven't mentioned your category. Assuming UR, I am informing you on that perspective.
It is quite difficult to get into NLUs at your marks range, i guess your rank would be somewhere between 10,500 - 11,500 . At this rank and marks, it is quite difficult to get into a NLU for general category.
However, you can apply for private institutions as for CLAT 2020.
