There are tons of good laptop available on internet every laptop having different price and specification , since your main task would pe programming you can buy any laptop with 8 GB+ Ram , 256 GB + SSD , 1 TB HDD , a good processor ( similar of better than i5) and at last atleast 2 GB of graphic card because you will most likely start gaming .

As you have PCB group of subjects in 12th class science examination and appeared for SRMjee and got 7000 rank. Now you are interested to take computer science engineering with PCB group of 12 class science subjects. But mathematics is an compulsory and an essential subject in computer science. So there is no chance for getting computer science enginering through SRMjee with PCB group of subjects. Otherwise you take mathematics as an special subject in computer science engineering course.

If apart from Biology other subject combinations that you had are Physics, Chemistry, Mathematics then you can opt for JEE mains entrance and get yourself admitted into B.Tech Software Engineering or Cyber security courses, if not then also you have choices like doing Professional courses offered by IBM, Microsoft, Coursera, Udemy or HP, after which you get professional course certificate.

how is nit warngal msc mathematics and scientific computing placement if i dont have a coding background before

To be honest doing M.Sc. Maths from NIT Warangal is great. If you want to go for higher studies (PhD etc), i will suggest you to go for Applied Maths but this doesn’t means you can’t do PhD after taking Scientific Computing. Out of 21 students in Sci. Computing(2018–2020 batch),12 are going for Placements and rest 9 students are going for PhD. So it completely depends on your area of Interest, what you want to do. Both branches are equally good.
Also, i suggest if you are looking for Sci.Computing, try to cover C++ and Data Structures in Summer Vacations that would be an advantage. If you are not able to do, they will teach here.

As you have chosen ECE stream and are in 1st year , so .. you can start learn a little bit programming language like C, data Structures from online learning platforms like Coursera , Swayam, Udemy etc. , you can also learn from YouTube for an advanced learning.
Look, ECE is called an evergreen stream as through this branch , you are able to get job in Govt as well as Private sectors too.
If from 2nd year , you get some interest in coding areas , then you can go for IT fields job . Otherwise in Hardware domains, you have good chances to get well and reputed Govt jobs.

Should I go for tier 1 mechanical/civil engineering or tier 3 CSE? Im having interest in coding and I want to go into software developer field! Please suggest?

Well, it is a bit tough question to respond because it completely depends upon the mindset of an individual. Pursuing a degree from tier 1 has value and better opportunities as well as a good TAG in the resume. Job opportunities, academics and value is much more in TIER 1 colleges as compared to any other colleges of India. See, if you are interested in coding and wanted to do software engineering then for sure CSE branch is good but you are getting CSE branch in tier 3 college.
So, in this situation you can study on your own while being in a tier 1 college from non-cs background. You can prepare and learn coding on your own and in case if you feel any doubt then you can take help from your friends.
If you opt CSE branch in TIER 3 college then there will be less job opportunity, low packages and exploration under decent crowd.
So, better to go with TIER 1 seat, it will be worth it if you are confident that you can manage your coding journey with academics.
