Yes eligible to apply for exam.The candidate should have minimum of 55% marks or equivalent grades in the qualifying degree for individual streams are eligible to apply for MDES communication design.

ceed exam eligibilty criteria states that
Passing a degree/diploma/postgraduate degree programme of four years or 3+2 years (after 10+2 level) is mandatory. However, those appearing for the final exam of such a programme by July 2019 were also eligible to apply.
so most probably as per the above instruction you can give the exam only in msc final year or after your msc.

Don't loss your hope. The Cut-off score varies each year. So, no one can predict that exaxtly.
But by investigating previous years cut-off, as you rank is 122 in GEN, you can apply to any of the Top IITs and other colleges.
Hope you will get chance at IIT-B or IIT-D for M.Des in Industrial Design.
I have a ceed rank of 229 (sc). Do I have a chance to get an interview call from any iits ?
In order to get shortlisted in the exam an SC candidate need to have a minimum of 5% marks. With this rank you have very much chances to get an interview call from iits. Moreover you will also have options of some top private colleges including Arch College of Design and Business, MIT world peace Universiry, Vivekanand global university.

CEED Cutoff 2019 - The cutoff of CEED 2019 will be prescribed by IIT Bombay, the exam conducting institute. Aspiring candidates seeking admissions to postgraduate design programmes at IISC Bangalore and the IITs are required to score equal to or above the CEED cutoff 2019.The participating institutes including IIT Kanpur, IIITDM Jabalpur, IIT Guwahati, IIT Bombay, IIT Hyderabad and IIT Delhi and IISc Bangalore will release category-wise CEED 2019 cutoff for respective programmes. It is a qualifying examination for admission to Master of Design (MDes) programmes at IISc,IITs and also to Ph.D programmes.The main objective of the exam is to assess the candidate's aptitude for design involving drawing, visual perception ability, logical reasoning etc.
The CEED score will be valid for one year from the date of declaration of the result.Qualifying the exam alone doesnot guarantee admissions into the institutions as the participating institutions may conduct further tests and/or interviews for the final selection.
Eligibility:
Candidates must have completed a degree / diploma / post graduate degree programme of minimum 3 years (after 10+2), or appearing for the final examination by july or must have passed the GD arts programme(10+5).
