There is mostly no need of any certificate courses. But you must have passed Graduation in any stream from a recognised Board with good percentage.
There are Voice and Non-Voice jobs in BPOs. So, skills depends on the job role.
Basic skills required are:
- Communication Skills
- Time Management
- Good Typing Skills
- Profeciency in English
- MS Office, etc.

No, it will no create any severe problem regarding any Govt job not related to chemistry..
Generally , Graduation based Govt job in non-tech/clerical field like SSC-CGL, NTPC or other exam doesn't care about the subjects you have taken in graduation but only accepts your graduation degree.
On the other hand, as you have said that you have taken Comp sc as an optional subject , so it may help you to do any types of work related to computer as now a days mathematics also required some computer skills as an advanced level.
You can also pursue higher studies in Mathematics and become a lecturer of mathematics or can be a Mathematician.

After complete your diploma course in electricals and electronics engineering of 3years you can join in BSC computer science course admission. Hindi admission your admission will be through the lateral entry and you will get one year relief you can start it from started from the second year of BSC computer science engineering. Pardesi have to appear for and screening test from the respective authority of the college and after qualifying this examination you can take admission in 2nd year of BSC Computer Science Engineering through lateral entry.

It is not compulsory that you must have a computer certificate but you must have knowledge about the basics of computer which mostly includes Excel ,Word, PowerPoint and more like these ones. All you need these things just because this will help you in your SSC CHSL tier 3 exam which is of skill test or typing test for the post of DEO or LDC.
