The State counseling is open to the people having the domicile for their respective states. If you belong to the General category, with no sub category, then your all india rank would be considered, or else your category rank would be considered .

Mera domicile Bihar ka hai per main intermediate Jharkhand state se pass kiya hun kya main Bihar engineering college ka counselling mein participate kar sakta hun

So as per your query, Yes you can absolutely participate in the counselling for the engineering colleges of Bihar even though if you had not studied or completed your intermediate from the Jharkhand state. However you need to complete the Bihar combined Entrance Competitive Examination, then you can attend the counselling after completion of the exam with merit Mark's.

what is the specail round in TS Eamcet counselling
Hi,
A special round is conducted during the TS EAMCET counselling after the final phase ends. The special round consists of all the vacant seats that were left after the last round.
Some eligibility criteria you must fulfill to participate are same as the normal counselling criteria :
• Candidates must be an Indian citizen
• Candidate must belong to Telengana/Andhra Pradesh
• Candidate must have completed 16 years of age as on Dec 21, 2022.
• Candidate must have passed TS EAMCET 2022 exam.
If the candidate gets a seat in this round, he/she will have to pay the tuition fee, self-report in online mode and also kater report at the campus.

You can apply for JOSAA counselling if you want to take a chance but on such OBC-NCL rank you would hardly get any college there instead I would recommend you to take part in some state counselling or for privae colleges.

The Ministry of Education of the Government of India established the Central Seat Allocation Board (CSAB), formerly known as the Central Counselling Board (CCB), to coordinate admissions to various undergraduate degree programmes in engineering, technology, and architecture at NITs, IIEST, IIITs, and CFTIs.
If seats remain unfilled after JoSAA counselling is finished, CSAB counselling fills them. Anyone is welcome to join CSAB. It is made up of two rounds (2021). You have a good chance of getting a seat through CSAB even if you didn't get one through JoSAA.
There is no response if you inquire as to what is easy or difficult. I'm responding differently, which might be to your advantage. The CSAB round cutoff could be lower or higher than JoSAA. This is dependent upon the quantity of applicants and their academic standing. Similar to a lottery ticket, nobody can predict whether you'll win or not. However, there is a chance for you if your rank is close to the JoSAA cutoff for the seventh round. However, you can apply to universities with low rankings if you have a greater rank differential. Don't apply to institutions where you would not enrol even if you were accepted since you would have to pay a fee prior to receiving a seat. If you are allotted a seat and not report at the institute, your money will be sent to allotted institute and you will not get your money return. So do sincerely.
