Sweet is a specialisation course which can help you in further if you want to go in in financial line. Nirma university Ahemdabad offers three year full time undergraduate course in  Bachelor in Commerce (B.com Hons.) which intends to prepare students for their career in the Accounting profession and BFSI sector. Your OBC certificate  which you have got from the state of Bihar may differ from the OBC certificate  from Delhi. So  it may not be valid for  Delhi.

But for Central Government employment any state OBC certificate is valid for any state governments area.

But this OBC certificate from other state is not valid for other states area in the course of study under any university in any of the states of India.

Infrastructure wise NIT SURAT is better than many other colleges. So you should choose to enjoy and live the 4 years of Bachelors life. It has great infrastructrure along with great placements and active participation in sports, cultural fests and activities.
