i have given my board exam in 2020 i have secured 75%marks in my board exam but i was not satisfied so i decided to fill improvement exam in 2021 But due to covid I decide to leave my improvement exam and focus on my neet exam can i give improvement exam again in 2022

see the rules for appearing in improvement exam differs as per board wise. according to cbse, regular candidates are eligible to appear in improvement exam for one or more subjects in the succeeding year, how ever one cannot appear for improvement exam in those subjects which has compartment.
however it would be best to discuss this with your school authority or exam center of the schools, you may get necessary information.

Kindly check your admit card, they would have surely mentioned it somewhere on the admit card.

Im expecting 670 marks in NEET-2021(as per the previous years papers and my level of prep.) considering that NEET 2021 would be of nearly the same level of NEET 2020 (due to covid) which colleges can i get with these marks. (>660) also are the marks required by the top 10 colleges of India

According to your marks which is 35 out of 200 your rank will be around 35000-40000. This rank is not enough to get a CSE seat in any good government college. To get a computer science seat in colleges like Jadavpur University, according to your category your rank should be below 2000. To get CSE seat in other colleges, you need a minimum rank of 15000 or below.
With your rank, you won't be able to get even the branches like Electronics and communication Engineering and Information Science.
I would suggest you to try for other entrance exams needed by different colleges as per your choice and do score well in them.

Yes, you can write KCET exam but it is not necessary for B.Sc in Electronics and Communication. Only those candidates who are interested in courses like horticulture/Agriculture/Forestry/Sericulture/Biotechnology/community science they should appear for KCET Exam except them all other courses in B.Sc can be taken by the candidates without appearing for KCET Exam.
I suggest you to write KCET Exam because you'll write the exam once in your life you shouldn't miss it, tomorrow you shouldn't regret yourself by saying that if I would have written KCET there might be a chance to get a better course than Electronics and Communication.
If you have choosen by your interest it is well and good otherwise, you should prefer to write KCET.

As you have mentioned about your percentile , so taking into consideration that you are talking about the jee percentile then in this score you would definitely get a rank under 65k.
And as you also mentioned that only 6.4L appeared for jee in that particular session but not this many students won't give jee all the four attempts because those who have already scored well they would focus more on jee advanced and many of them wouldn't have given the first two attempts because it was a bit early.
I wont be able to submit my OBC-NCL before the end of June (due to covid, I was under quarantine) what should I do now? will I be under the general category? or I will get a chance to submit the original OBC-NCL during JAC counselling.

If you are not able to submit your OBC-NCL before the end of June (due to covid, I was under quarantine) . There no need to panic you can contact the concerned authority about your issue and they will consider it. You may be considered as General category but when you will fill up the JAC councelling form then select the form as you desired category. You will get a chance to submit the original OBC-NCL during JAC councelling. If you want to avail the benefits of EWS category, then it is mandatory to submit the valid category certificate issued by the competent authority. But as you mentioned that your certificate will get ready by the end of July and till then registrations will be closed.
So, you can submit your certificate during the counselling procedure as well. There are chances that authorities might accept the category certificate at that time.
But if you get failed to do so then you will be counted as general/open category student and will be refrained from any benefits of EWS category.

We can understand the huge academic loss due to COVID but it's certain that this won't stop commencement of NEET UG.
So, please try to look ahead and start preparing for your exam. Read NCERT books thoroughly, solve previous year questions.
If you don't want to join coaching institutions, it's totally fine. Do self study with full dedication and try to join any test series at the end, it would help you to keep in competitive environment.
