I have done M Tech in Electronics and Communication. I have to write NET exam. Which one I have to apply for? UGC NET or CSIR net?

To appear for CSIR NET, engineering students have to complete their graduation, but for UGC NET, they must complete their MTech from their respective fields.
Since you have done MTech in Electronics and Communication (ECE), you are eligible for both the NET exams.
Some points to note here are-
UGC NET:
* The UGC-NET exam is required to be eligible for a Junior Research Fellowship (JRF) or Assistant Professor position at an Indian university.
* Candidates who have earned at least a 55 percent grade point average (PG) or its equivalent from an accredited institution can apply for UGC NET.
* UGC-NET is conducted in 81 subjects mainly for Arts, Commerce and language.
CSIR NET:
* Only 5 disciplines are included on the CSIR-NET exam for students in the science stream.
* MTech Electronics and Communication graduates can apply under CSIR-NET Physical Sciences category.
* To appear for the exam, the candidates must have completed or pursuing the M-Tech degree.

There is no course on Bioinformatics. There is course named Life science which can be persued after MSc. Bioinformatics through CSIR NET.
Only after receiving at least a 55 percent on your Master's degree would you be qualified for the CSIR NET. Candidates who fall under the reserved category are given an extra 5% in marks.
You may apply for CSIR NET without being concerned about your age because there is no upper age restriction. The maximum age for JRF is 28 years old. Candidates who fall within the protected category are eligible for an age reduction. So if you're interested in passing the CSIR NET, you may start studying for Life Sciences courses.

You could take the CSIR JRF entrance test. The test is given for positions in national laboratories, universities, and institutes conducting research and giving lectures. Candidates who have completed their undergraduate degrees in BE/B.Tech., BS- 4 Years, B. Pharma, MBBS, integrated BS-MS/M.Sc. or equivalent degree holders, or students enrolled in integrated MS-Ph.D programme with at least 55 percent marks for General & OBC (50 percent for SC/ST candidates) are eligible for the JRF award, according to the official notification.

A Master’s degree with 55% marks (or an equivalent grade in a point-scale wherever the grading system is followed) in a concerned/relevant /allied subject from an Indian University, or an equivalent degree from an accredited foreign University.
The candidate must have cleared the National Eligibility Test (NET) conducted by the UGC or the CSIR (exemption from NET shall be granted in accordance with clause (ii) & (iii) of General Note in the last section of this document).
At the last the academic score as specified in the screening guidelines for the Colleges of the University shall be considered for short-listing of the candidates for interview only, and the selections shall be based only on the performance in the interview.
