According to mci guidelines for all india qouta counselling-
" fresh New Registration for Round-2 for those candidates who
• Have not registered in Round-1 (with full payment of fees).
• Have Resigned / Not reported in Round-1 can log in again.
• Fresh Choice filling Round-2"
So according to above guidelines fresh choice filling is allowed in all india neet pg 2020 round 2 (AIQ).
